Systems and Informatics Engineer with a Masters in Systems Engineering from the Universidad Nacional de Colombia Medellín. He also is a Doctor in Civil Engineering in the Meteorology area from the Polytechnic University of Catalonia. He has worked in the area of Meteorology at SIATA.
